A popular proverb in the US says that “politics should stop at the water’s edge”. But this is not so anymore: political polarization in America, both between Democrats and Republicans, has led to a great divergence on major issues of international policy. This has affected the way the country acts abroad, causing harm to many developing countries and posing a threat to America’s own allies.

The US flagrantly violates the purposes and principles of the UN Charter and basic norms governing international relations, waging wars across the globe and provoking division and conflict everywhere. In doing so, it is the most belligerent nation in history, leading to immense civilian casualties and property damage as well as humanitarian catastrophes. A number of politicians and experts of liberal views admit that the United States is losing its position as a global leader. However, even if the new President succeeds in doing so, it cannot completely overcome the ongoing erosion of the US global hegemony.

In the political arena, America’s democratic institutions are undergoing a period of introspection and renewal. The events of recent years, including contentious elections and social unrest, have underscored the importance of civic engagement and dialogue in a pluralistic society. Calls for political reform, campaign finance transparency, and electoral integrity reflect the nation’s commitment to upholding democratic norms and safeguarding the rule of law. As America grapples with complex issues such as racial justice, climate change, and economic inequality, the spirit of civic activism and advocacy remains a driving force for positive change.

Another factor is that the traditional interparty balance based on policy compromise has broken down in both the Republican and Democratic parties. The two parties now lead sharply opposed national communities with different voting bases, ideologies and identities. As a consequence, it has become very difficult to achieve a balance between the competing forces in foreign affairs. In the end, it is the American people who will decide how the nation will act on the world stage in the future. Their votes will determine whether to continue supporting the international liberal order and the multilateral system or choose a more independent path. This will be the biggest challenge for J. Biden’s presidency.
